The GP aims to support client countries to create an enabling environment in which financial stability, efficiency and firm-level solutions are provided in an integrated way to crowd in the private sector, support the creation of markets, and accelerate equitable growth.   The Finance Directorate provides analytical and advisory support to the international community to enact reforms that lead to deep, inclusive, efficient, and resilient financial systems. The Directorate is comprised of thematic teams focused on (i) Financial Stability and Integrity, (ii) Financial Inclusion and Infrastructure, (iii) Long term finance and (iv) Crisis and disaster risk finance. The Financial Stability & Integrity unit (EFNFS) in the FCI Global Practice works on a range of areas, including financial stability, bank regulation and supervision, bank resolution and crisis management, corporate governance, financial integrity, and asset recovery. Within EFNFS, the stability team assists national authorities to improve the prudential policy, legal, regulatory, supervisory, and institutional framework needed to achieve and sustain financial sector stability, engages with standard setters bringing in the perspectives of emerging markets and developing economies (EMDEs), and produces analytical work. The (global) stability team provides technical inputs (including as technical project leads) to region-led advisory/analytical operations and lending operations and conducts country-level diagnostics and knowledge work on regulation and supervision of deposit taking institutions, bank resolution and crisis management, and other aspects related to financial stability. It also manages the financial sector assessment programs (FSAPs), coordinates the World Bank engagement with the Financial Stability Board (FSB) and is the lead technical provider for assessments of compliance with the Basel Core Principles for effective banking supervision (BCPs).   Role & Responsibilities: The successful candidate will be expected to lead and deliver technical work on financial sector crisis preparedness, management and resolution, ahead of and where needed in response to financial sector stress. Such work includes country focused support such as forward-looking assessment of financial stability risks, review of financial safety nets (including in the context of Financial Sector Assessment Programs, FSAPs), policy analysis and design, technical assistance and preparation of World Bank lending. The successful candidate will also contribute to policy making and shaping World Bank positions in global discussions on related topics (including in the context of World Bank membership of the Financial Stability Board, FSB). The candidate should be willing to travel extensively to deliver assistance to client countries.    Specific duties and accountabilities include: • Conduct (or contribute to) forward-looking risk assessments of financial systems and individual institutions to identify key financial stability risks (including credit and liquidity risks, interconnectedness, sovereign-bank nexus etc.). • Conduct in-depth assessments of the adequacy of financial safety nets including bank recovery and resolution frameworks (and where needed individual institutions' plans), deposit insurance (in line with the IADI Core principles), emergency liquidity arrangements (based on international standards and best practices as well as country contexts) and formulate practical, implementable recommendations for their strengthening. • Review of crisis preparedness and management arrangements, including inter-agency coordination, cross-border cooperation, communication, information availability, decision-making arrangements etc. • Conduct assessment of compliance with the FSB Key Attributes for effective banking resolution in the context of Financial Sector Assessment Programs (FSAPs). • Assess (or support of the authorities' review of) recovery, restructuring and resolution options for financial systems and, where needed, individual institutions (including in crisis contexts). • Design and deliver financial sector Crisis Simulation Exercises (CSEs). • Analyze international practices and literature on these topics and assess relevance for Emerging market and Developing Economies (EMDEs), prepare written notes, papers, reports which analyze policy issues and implementation challenges, advocate and support recommendations and good practices. • Promote the adoption and implementation of international best practice in client countries to foster the sound development of banking intermediation (including by designing and delivering training and other capacity building activities on such topics) in a manner that fosters financial stability. • Support the design (and implementation monitoring) of World Bank lending projects to support financial sector strengthening. • Represent the World Bank in international fora (as needed, including in the FSB Resolution Steering Group and the International Association of Deposit Insurers-IADI). • Providing compelling presentations on crisis management and financial stability to disseminate policy analysis and recommendations, including in workshops, conferences, and meetings.    Selection Criteria • Master's degree in a relevant discipline (finance, economics, public policy, international relations, law); • At least ten years relevant financial sector experience, including working for financial sector authorities, consultancies, investment banks, think-tanks (or similar bodies) involved in all or some of the following topics: resolution, deposit insurance, central banking, banking supervision, financial stability and crisis management; • Excellent knowledge and in depth-experience in crisis preparedness, crisis management, bank recovery and resolution, deposit insurance, emergency liquidity assistance, risk analysis (system-wide and institution specific). The EAWM1 unit covers work in 13 countries within the Africa Region, including the Senegal (AFCF1), Côte d'Ivoire (AFCF2), and Mali (AFCW3) Country Management Units (CMU).   Duties and Accountabilities: As part of the broader MTI Cabo Verde team, specific responsibilities of the Country Economist include the following: 1.       Independently research and analyze a wide variety of specific economic, financial, country or sector topics and issues for lending, research, and/or policy related tasks. 2.       Lead the regular macroeconomic monitoring of Cabo Verde, which includes the Macro and Poverty Outlook (MPO), with the Poverty GP, provide weekly updates, and contribute to the development of an annual Economic Update. 3.       Develop, and update, a model / framework with key country economic and social data for Cabo Verde that serves a basis for broader MTI work products. 4.       With the support of the Senior Country Economist, coordinate the policy dialogue on macroeconomic and fiscal policy and economic growth issues with the Cabo Verdean authorities, with the IMF and economic departments of other development agencies and non-government stakeholders. 5.       Support and/or co-lead fiscal and debt non-lending activities, including – but not limited to - Public Expenditure Reviews (PER)/Public Finance Reviews (PFR) and Debt Sustainability Analysis (DSA); 6.       Support and/or co-lead core country diagnostics such as Country Economic Memorandums (CEM) and other growth diagnostics, working with other GPs to integrate structural, sectoral and macroeconomic issues, as well as working on the Climate Change Development Report (CCDR) and associated engagements on climate change. 7.       Co-manage projects, trust funds, and grants and support data needs of sectoral staff. 8.       Advise sector teams on the macroeconomic and fiscal implications of sector policies and investment decisions - for example on the oil and gas and power sectors - and provide cross-support where relevant. 9.       Provide analytical inputs for and advises the Country Management Unit (CMU) on country strategic engagement and economic policy issues, including participation in review meetings. 10.   Under this position, the Economist will interact and at times lead discussion with a wide variety of groups including counterparts in government and in a variety of international and other partner organizations, academia; Bank counterparts within and across sectors, networks; and managers across the Bank Group.   Selection Criteria For this position, you should have demonstrated outstanding technical skills, a capacity to operate successfully across sectors and with other development partners, and first-rate interpersonal skills! ITSNI is seeking an IT Analyst, Business Management in the Telecommunications Links Contracts and Vendor Management Team. The analyst will provide vendor performance monitoring, service delivery reporting and business support to the Contracts and Vendor Management Senior Officer. The position will work closely with the regional leads, Network Operations center, corporate procurement, and the engineering teams to provide vendor SLA monitoring and business management functions. Other responsibilities include contract and sourcing support as well as billing and ensuring smooth operation. The position requires skills in the field of SLA and service delivery, business management, telecommunication services sourcing and contracting. The incumbent will report to the Senior Telecom Officer, ITSNI Contracts and Vendor Management.   Roles & Responsibility: The IT Analyst, Business Management provides day-to-day vendor performance and service delivery monitoring, as well as operations and business support to the telecommunications service delivery teams. Works on complex reporting and analysis as well as measuring SLAs, KPIs and other metrics. We are looking for a self-starter whose daily responsibilities include, but may not be limited to the following: •Provide service delivery management and monitoring for telecommunications services. •Monitors vendor performance and ensures timely delivery and quality of service. •Provides business support: monitors and measures SLAs and KPIs. •Manages the relationship with the vendors. Is the main point of contact with the vendors. •Chair and manage all service review meetings. •Responsible for producing all service delivery/operational reports. •Support Senior Officer during major sourcing projects such as RFI (Request for Information), RFP (Request for Proposal), and RFQ (Request for Quote) in SLA formulation. •Builds strong relationship with Infrastructure delivery regional leads, PMs, Network Operations (NOC), resource management team, IFC budget team, procurement officers and vendors •Escalation of operational issues with vendors and Senior Officer as appropriate. •Provide Vendor management support to the team in areas such as but not limited to: oManage ongoing projects. oPMO and procurement tasks. oCoordinate vendor meetings and other duties as needed. •Follow quality standards and standard operating procedures. Document these procedures.   Selection Criteria Bachelor's or Master's degree with a minimum of 2 years relevant experience in a large scale enterprise or equivalent combination of education and experience. With a current portfolio of around 10 IDA projects and one IDA guarantee operation with a net commitment of around $200 million, the engagement covers support education, environmental management, health emergency, social protection, urban resilience, renewable energy, youth employment, macro-fiscal and solid waste management, among others. Under the leadership of the Operations Manager, the Sr. Operations Officer in Nepal oversees the CMU program monitoring and portfolio management, supports the Country Director and the Operations Manager in managing the relationship with government counterparts on operational and portfolio issues, and provides operational support to task teams in Nepal and across CMU countries as necessary. He/she will also back up other members of the CMU as needed. More specifically, as part of the Country Management Unit (CMU), the Senior Operations Officer in Nepal will: A. Support the Country Director and the Operations Manager in the interactions with Government and stakeholders in Nepal and contribute substantially to the development, implementation and monitoring of the country partnership framework. The Senior Operations Officer will develop and maintain close working relations with the Washington-based Country Anchor Unit, operational staff in Sri Lanka and Maldives, sector colleagues, operational services and quality staff, and regional management. B. Support the Operations Manager in portfolio management for Nepal. This includes meeting with project teams to discuss project status and strategy; commenting on Implementation Status and Results Reports (ISRs) and Implementation Completion Report (ICR); advising on Operations Manager intervention on project and portfolio issues; disbursement issues; reviewing implementation readiness of projects under preparation, including advice on project design, results-M&E, risk management; advising the Operations Manager on management letters, extensions, cancellations, and other types of restructuring; working with the Government on generic portfolio issues; and leading the annual Nepal Portfolio Performance Review in close cooperation with the Government of Nepal. C. Advise operational staff on design and implementation of projects to mitigate governance and corruption risks in World Bank-financed Projects. In close collaboration with the project teams, develop and maintain systems to help prevent and address allegations of fraud and corruption, while promoting good governance and value-for-money in World Bank-financed projects. D. Contribute to donor coordination by developing and maintaining contacts with key stakeholders and development partners, and interfacing with donors on harmonization of policies and procedures. E. Act for the Operations Manager and support the Operations Manager in general management of the Nepal office when necessary. F. The primary focus of SCCFM is in the development of policies, technical approaches, and instruments for mainstreaming results-based climate finance and Emissions Reductions Programs in WBG investment operations through the Bank's regions and global practices. The unit also mobilizes climate finance through long-standing carbon trust funds that deliver innovative, scalable climate action.  It supports analytical work and builds partnerships. The unit serves as a "one-stop" shop for the delivery of the Bank's carbon funds, including: the Forest Carbon Partnership Facility (FCPF), Bio Carbon Fund Initiative for Sustainable Forest Landscapes (BioCF ISFL), Transformative Carbon Asset Facility (TCAF), Carbon Partnership Facility (CPF), and Carbon Initiative for Development (Ci-Dev).  It oversees implementation of these programs by the WB; financial and trust fund reporting; asset management; donor relations; mobilization of other sources of finance and manages the overall Umbrella TF issues (SEFF, FINs etc). A new Umbrella Trust Fund has been established recently to cover all result-based carbon/climate finance, Scaling Climate Action by Lowering Emissions and its associated trust fund EnABLE – Enhancing Access to Benefits while Lowering Emissions. SCCFM is developing innovative ways to capitalize this facility. In addition to traditional donors, it will target philanthropies and the private sector. Finally, a Bank-wide working group is exploring innovative financing mechanisms, geared towards crowding in private finance to carbon crediting and results-based finance. SCCFM plays a critical role in shaping and ground-truthing new approaches to mobilizing finance in this area. Duties and Accountabilities  CCG is hiring a Practice Manager (PM) for SCCFM, who will manage about 35 staff and report to the Climate Change Global Director. The PM will be part of a cohesive CCG department, including four technical units and a small Front Office team.  The PM will also be a member of a collaborative CCG Management Team, the CCG Leadership team and the Climate Change Talent Board. The Practice Manager will be responsible for: • Managing the unit staff, setting with each staff member their annual objectives, providing performance feedback throughout the year, and supporting staff in their career development. • Collectively setting the unit strategy, as part of the broader one-CCG approach, and leading the broad-based team to support delivery, innovation and integration of Results-Based Climate Finance in WBG operations. • Ensuring the delivery of commitments across the carbon funds, with emphasis on high environmental and social integrity of results. The PM is expected to consolidate and increase the efficiency in the management of these trust funds. • Developing and providing technical assistance on new methodologies, MRV approaches, approaches to results measurement for mitigation, resilience and adaptation, and other necessary elements relevant for results-based financing further mainstreaming and deepening climate finance and carbon markets across regions and WBG. • Coordinating across CCG, GPs and Regions in piloting and scaling up climate/ carbon financing in operational dialogue and programs.  The PM will do so by providing the enabling environment, supporting analytics and technical assistance across sectors, including for example, in energy, macro-fiscal, and agriculture, and landscapes. • Playing a lead role in building donor partnerships, coordination and fund-raising for the funds managed by SCCFM in coordination with CCG. • Ensuring the delivery of high-quality, just-in-time corporate reporting on a continuous basis. • Working as one-CCG, ensuring coherence and synergies across the four units and contribute to shaping the Climate Agenda for the Bank. • Substantively contributing to the design and delivery of training programs for Bank staff and clients, focused on but not-limited to delivering the supply of high integrity results-based carbon credits and climate finance. • Actively participating in Leadership Team and Talent Board, including for Workforce Planning of CCG staff and supporting the careers of Climate-mapped staff across the Bank.   Selection Criteria • In addition to meeting all Bank-wide Grade GH level position criteria (i.e., Work in at least two world regions or a combination of region and corporate assignments, and field experience preferred), the candidate is expected to have a Master's or Ph.D. degree in a technical field such as engineering, economics, finance, public administration, or another field relevant to climate, and typically the successful candidate will have 12-15 years of experience in positions of increasing complexity and responsibility. • Strong people and resource management skills, proven experience working in formal and non-formal reporting authority situations. Three of our clients are IDA only and another 2 are IDA-blend countries.  The remaining 25 are IBRD- eligible. Although 10 of our clients have joined the EU and 7 of these have graduated, most continue to remain active recipients of knowledge and/or lending services. ECA has a substantial lending pipeline as well as a portfolio of Reimbursable Advisory Services (RAS), concentrated primarily in a few countries. Knowledge is critical to the Bank's value proposition to client countries in the ECA region in both lending and advisory services.   A predominantly middle-income region, ECA's slow growth and persistently high unemployment have threatened to reverse the region's achievements in reducing poverty and increasing shared prosperity. The region continues to struggle with multiple structural weaknesses, including high public debt burdens, tight fiscal space, low investment, and financial sector vulnerabilities.  The recent war in Ukraine, geopolitical tensions, the refugee crisis, rise in prices and complex Eurozone issues pose further challenges to the region's economic prospects.   In addition, the ECA region is highly vulnerable to climate change. The region has a large potential to strengthen resilience to climate change and also to improve energy efficiency, thereby reducing its contribution to climate change. Other important challenges affecting the region include poor governance, closed borders, diverse fragility risks related to regional tensions, frozen conflicts, and domestic instability in some geopolitically important countries.   In view of these challenges, the ECA regional strategy is based on three pillars: (i) Sustainable and Inclusive Growth; (ii) Human Capital; and (iii) Resilience. Under the first pillar, the WBG supports reform programs and investments to improve government efficiency and service delivery, market creation, financial stability and connectivity for growth. Under the second pillar of Human Capital, ECA supports programs for social inclusion, especially for unemployed youth and disadvantaged communities such as the Roma; meeting the challenge of protecting the most vulnerable, and responding to aging and health challenges. The third pillar prioritizes climate action and building resilience to natural disasters, and facing the challenge of displaced populations.   The EECG2 Unit covers three country management units (CMUs) in ECA: Turkey, the Western Balkans and the EU countries. The EECG2 portfolio includes lending instruments (PforR, IPF-DLI, IPF), Trust Funds (TFs), Advisory Services and Analytics (ASA), and Reimbursable Advisory Services (RAS). The EECG2 team also collaborates with other GPs to enhance governance in sectors.   Duties and Accountabilities The Public Sector Specialist based in Washington DC, will make an expert technical contribution to the work of the GGP focused on the West ECA Region in the areas of decentralization, local finances and public service delivery. His/her duties and accountabilities include, but are not limited to the following:   • Perform Task Team Leader (TTL) or Team member duties for the preparation and management of projects, in the area of decentralization, regional and local economic development, including using PfR instruments; • Prepare and implement large multi-sector Trust Funds (TFs) providing advisory services and technical assistance on regional and local development to foster economic, social and institutional convergence with and within the European Union as part of its regional and cohesion programs and the EU accession process; • Conduct high-level dialogue and Analytic and Advisory Services (ASA) on fiscal, administrative and functional decentralization, regional development and convergence, local taxes and resource management and service delivery;  • Lead research and analytics in the areas of decentralization, multi-level governance, domestic revenue mobilization, subnational governments' capability and performance;   • Participate in missions, provide inputs and guidance to EECG2 task teams, assess public sector policy issues through a public governance perspective, and prepare terms of reference for assigned work as necessary. • Contribute as needed to GGP activities in other countries in the region. • As requested by the Practice Manager for EECG2, undertake other activities, as appropriate.   Selection Criteria   The position requires a highly-motivated professional with the following competencies:   • Minimum Education/Experience: Master degree in economics or public policy and a minimum of 3 years of relevant experience. Blended Finance at the GEF Over many decades, the GEF and its Agencies have successfully used a wide array of non-grant instruments such as debt, equity, and risk-sharing mechanisms such as guarantees to attract private sector investment and deliver global environmental benefits beyond business as usual. The GEF-8 Programming Directions recognized the importance of blended finance and increased the commitment to innovative blended finance solutions. With a four-year funding level of $196 million, the GEF has identified priorities for blended finance that cover environmental conventions requirements and aim for multiple environmental benefits including nature-based solutions.  The GEF is accelerating the use of non-grant instruments for blended finance in support of delivering Global Environmental Benefits aligned with focal area objectives with a focus on projects that can reach scale and mobilize financing through capital markets at global and national levels. The new GEF Blended Finance Program and Non-Grant Instrument policy approved in December 2022, added new financial instruments and policy requirements that encourages GEF agencies to submit high quality and innovative proposals in competitive call for proposals on a semi-annual basis.  Projects seeking financing from the GEF under the Blended Finance Program need to participate in a competitive process through multiple Calls for Proposals. These are usually launched bi-annually for project selection and approval in GEF Councils review. Blended finance projects receiving financing from the GEF's Blended Finance Program, are expected to generate investment returns that can repay the GEF Trust Fund and can be used in future programming. The Blended Finance team is also responsible for informing the Council on expected reflows of projects on an annual basis. Duties and Accountabilities: The Sr.  Financial Specialist will provide support to the GEF Blended finance coordinator and the Programming Division and work across regions and thematic focal areas, as required. The ideal candidate would have experience in project structuring, blended finance, reflow management and reporting. Financial skills and technical expertise in assessing financial structures and skills in equity, debt and risk mitigation products is required. The candidate would also be familiar with the dynamics of the global environmental finance arena, including international negotiations of the Conventions the GEF serves as financial mechanism Specific duties include: The candidate will be required to work with the GEF Blended finance coordinator and under the Manager of the Programming Division in the following tasks 1. Manage under the supervision of the GEF Blended finance coordinator the biannual call for proposals under the Blended Finance window and contribute to the continued implementation of the Programming Division's business model. The ideal candidate will coordinate multidisciplinary inputs and liaise with GEF Regional Teams, Focal Area coordinator for input to the Blended Finance project review. The candidate will also coordinate the interactions and advise of the Advisory Group of Financial experts during project review. 2. Perform and manage reviews of project proposals to be financed by the blended finance window according to the agreed project review criteria and GEF Programming directions and provide guidance on major issues involved in the development of project proposals and assist in overall preparation of work programs to be presented to council. 3. Manage the preparation of annual reflow reporting in coordination with the GEF Trustee and GEF Partner agencies. The candidate will be required to review the existing processes for reflow reporting and repayment and seek to make recommendations to improve existing processes and policies when and if necessary. 4. Play an important role in developing blended finance policies and guidelines and support the overall GEF programs Unit to enhance GEFs impact and support the management of GEF's portfolio of ongoing projects through implementation, monitoring, and evaluation activities with GEF Agencies and countries. 5. Contribute to the GEF replenishment and provide constructive inputs to the new programming and policy reform/directions and any other duties as required ahead of GEF-9.  6. Provide quality inputs to the CEO and senior management on country and thematic briefings, talking points, speeches, analytical/strategic documents. 7. Participate in the GEF work within Regional Teams on GEF issues, including participation in country dialogues, expanded constituency workshops, and other activities under the GEF Country Engagement Strategy.  As required represent the GEF at a senior level at selected international; political, business, scientific and operational forums.  8. Undertake additional duties as required by Director of Strategy and Operations and the Manager of the Programming Division in coordination with the Blended Finance Coordinator.   Selection Criteria 1. A master's degree in business administration, finance, international development with at least 8 years of relevant professional work; 2. Strong financial skills namely in investment analysis of projects involving debt, equity, guarantees and structured finance. 3. Experience with private sector and blended finance (public and private sector projects). Experience in designing, developing and executing large bilateral and/or multilateral funded projects is a plus. 4. Excellent analytical skills and adeptness of excel spreadsheets, databases, word processing, and web-based skills required. Experience in financial management of projects and reflow reporting. 5. Ability to participate in multi-disciplinary teams and coordinate input from multiple areas inside the GEF Secretariat and outside stakeholders. 6. The GEF Council recently approved a new strategy for Knowledge Management and Learning that will enable the GEF to pursue three main objectives:   • Embed cutting-edge knowledge into investments and generate public goods in line with GEF mandate and enhance the role of knowledge management in projects and programs.  • Increase knowledge flows through platforms through partnership and communities of practice; and  • Create and enable the environment for learning and capacity building for greater exchange of knowledge and collaboration across the partnership.    The GEF Secretariat is seeking to hire a dynamic and experienced Senior Knowledge Management Specialist who will lead and oversee implementation of the strategy in close coordination with other Divisions. This position will report to the Manager of Integration and Knowledge Management Division in the Secretariat.    Duties and Accountabilities   The Senior Knowledge Management Specialist will be responsible for the overall implementation of the GEF KM&L Strategy. The ideal candidate would have a combination of cutting-edge expertise and in-depth understanding of how to organize, curate and disseminate knowledge across an institutional framework that includes diverse stakeholders and dispersed globally. Specific responsibilities are as follows:    • Oversee implementation plan for all action areas identified in the KM&L strategy, including liaison with GEF agencies, the Science and Technical Advisory Panel (STAP) Secretariat, and the Independent Evaluation Office (IEO) as appropriate.  • Develop and promote a collaborative and knowledge sharing culture in the GEF Secretariat and the wider GEF partnership, consistent with GEF operational, programming and communication policies and strategies.     • Lead and coordinate all learning and knowledge sharing activities, including the use of cutting-edge ICT, digital tools and platforms.  • Lead and coordinate training and support to GEF Secretariat staff and partners on digital tools and platforms for knowledge co-creation and dissemination, including incentives mechanisms for the GEF partnership.  • Lead and guide the establishment of mechanisms for capturing knowledge on best practices and lessons learned from GEF investments, including the potential application of cutting-edge technologies such as artificial intelligence.   • Lead the establishment of knowledge generation and storage mechanisms from GEF investments and activities, to ensure that institutional learning is captured, stored and made accessible within the GEF partnership and externally to other stakeholders.   • Liaise and work closely with the other GEF Secretariat Divisions to streamline and integrate knowledge management related operations and tools. • Lead and coordinate a GEF Secretariat-wide team on KM&L to ensure coherence and consistency in responding to and supporting the wider-GEF partnership, including greater alignment with project and program outreach plans, and the new GEF Communication and Visibility Policy • Monitor and guide the evolution of the KM&L strategy, including resources to deliver on the different components in accordance with needs and expectations of the GEF management. • Lead and coordinate assessment of KM&L plans in projects and programs from conception to design and implementation, and the extent to which these plans are being / have been achieved. • Prepare reports to regularly update GEF Secretariat management and the GEF Council as required.    Selection Criteria • Master's degree in knowledge management, learning, instructional design, organizational performance, international relations, international development, or similar discipline with a minimum 10 years' relevant experience. • Demonstrated experience working on KM&L in reputable organization(s), including strategically across the organization to coordinate efforts, set clear priorities and develop KM&L programs. • Experience in and ability to work with ICT tools, digital platforms for data management and social networking, including familiarity with AI tools and their potential application for KM&L. • Demonstrated ability to conduct both quantitative and qualitative analyses on large datasets using appropriate methods. • Strong interpersonal skills to work collaboratively in a diverse environment. • Exceptional organizational and coordination skills. • Excellent written and oral communication skills in English is essential. knowledge of another United Nations language is an advantage.  • Proven ability to handle multiple tasks independently, work under pressure with short deadlines, and be a problem-solver. • Good familiarity and ease of working with the management information systems and dashboards. • Previous experience with and/or exposure to members of the GEF Partnership, in positions with an implementing agency, a government agency or an international organization would be a plus.  • Enthusiastic self-starter with proven ability to engage, enthuse, organize, package and share knowledge and information effectively, working with a variety of tools and audiences in a dynamic, entrepreneurial, and creative manner. • Adequate knowledge of GEF mandate, operations, policies, instruments, and systems. • Demonstrated initiative, and drive for results including the ability to undertake a diversity of tasks within a rapidly changing and demanding environment on short deadlines. • Advanced knowledge of information resources and information technology, which could include SharePoint, Tableau, Adobe Illustrator or Photoshop, InDesign, Adobe Campaign, Cvent and Crowd Compass, HTML; In 2023, the GEF established the Global Biodiversity Framework Fund (GBFF) in response to decisions taken at the 15th Conference of the Parties (COP) to the Convention on Biological Diversity (CBD). The GBFF is part of the GEF family of funds, and has its own governance arrangements and project cycle that differ from other GEF funds. In June 2023, the GEF Council approved the arrangements to establish the GBFF and its Programming Directions. The GBFF establishment decision was ratified at the seventh GEF Assembly in August 2023, and the fund was launched. The first GBFF Council was held in February 2024. With the first tranche of the GBFF support released, the first and second rounds of the GBFF project preparation grant (PPG) submissions were announced in February 2024. The GEF Secretariat is seeking a dynamic and client-oriented Biodiversity Specialist to join its GBFF team to support the governance arrangement organization, partnership, and GBFF programming in developing countries to address their commitments and contributions towards the Kunming-Montreal Global Biodiversity Framework. The ideal candidate should have a good understanding of the complexity of the GEF partnership arrangement and the dynamics of GEF client countries. The candidate should have political acumen and the capacity to work effectively with partners and support governance arrangements associated with the GBFF Council, and experience with biodiversity management and/or support in developing countries. S/he will: be responsible for contributing to the GBFF governance arrangements, including the GBFF Council and Observer Groups representing the private sector, philanthropic and conservation organizations, Indigenous Peoples and local communities (IPLCs), women, and youth; facilitating the organization of the Advisory Group(s) and Auxiliary Body upon their constitution by the GBFF Council; conducting technical reviews that ensure high quality project proposals for Council approval and CEO endorsement; and supporting partnership building with the Implementing Agencies, major partners, contributors, and the CBD Secretariat.   Key Duties and Accountabilities: Under the supervision of the Manager of the GEF MEAs and Funds Division, the Biodiversity Specialist will have the following duties: 1. Contribute to the implementation of the GBFF, including its programming directions, governance arrangements, portfolio development and management, in line with the agreed GBFF policies and strategies, decisions by the GBFF Council, and relevant CBD COP guidance. 2. Provide technical support for the GBFF governance arrangements, in particular the GBFF Council and GBFF Council Observer Groups, including preparations of Council scripts, proposed decisions, summary, and other documents, and facilitating preparations and participation of Observer Groups to ensure perspectives of a wide range of stakeholders are represented in the Council discourse. Support the organization of Advisory Group(s) and Auxiliary Body, upon their constitution as agreed by the GBFF Council. 3. Contribute to the reviews of project proposals to be financed by the GBFF, according to the agreed project review criteria, provide review comments and guidance, and assist in overall preparation of work programs to be presented to the GBFF Council. 4. Maintain and enhance a productive dialogue with GEF Agencies and countries, providing information and guidance consistent with GEF decisions to: (i) assist countries in the development of project proposals; (ii) maintain consistency with, and responsiveness to, the Convention guidance; and (iv) build synergies across different GEF family of funds. 5. In collaboration with the GEF BD focal area coordinator, contribute to maintain a well-coordinated, GEF-wide biodiversity cadre of professional staff and programming support to countries from the GEF Trust Fund and the GBFF.   6. Support and collaborate with the Policy and Operations team on the GBFF project cycle and its associated policy, strategy, and guideline needs to ensure continued implementation of a simple and effective project cycle for easy and efficient access. 7. Provide quality inputs to CEO, Director, and Manager on thematic briefings, talking points, speeches, analytical/strategic documents. Carry out additional tasks as assigned.     Selection Criteria 1. Master's degree or Ph.D. in the field of environmental and natural resources management, environmental policy or law, or other relevant disciplines.  2. At least 5 years relevant experience in addressing biodiversity and its governance at the national or international level required, and experiences in managing biodiversity and governance in developing countries would be an advantage. In depth understanding of scientific, economic, social, and political dimensions of biodiversity and conservation. 3. Since 1991, the GEF has achieved a strong track record with developing countries and countries with economies in transition, providing $24.7 billion in grants for over 5,700 projects in over 170 countries.  The GEF Secretariat is a Vice Presidential Unit (VPU) within the World Bank for administrative purposes and has approximately 70 professional, administrative and client support staff.  The Secretariat is seeking a Senior Biodiversity Specialist to support the Programming Division with a series of program management, analytical and policy needs.      Duties and Accountabilities: The GEF Secretariat is looking for a dynamic and experienced Senior Biodiversity Specialist to participate in the Latin America Regional Team to support the implementation of the GEF-8 and cycle and beyond to support the GEFSEC's mandate to deliver global environmental benefits by supporting developing countries in their commitments towards several Multi-lateral Environmental Agreements.  The ideal candidate should have a workable understanding of the complexity of the GEF partnership arrangement and of the dynamics of a complex set of GEF client countries. The candidate should have strong interpersonal skills, at least some experience with projects in developing countries, along with political acumen and the capacity to work effectively on sensitive issues with senior management, the GEF Council and across different agencies of the GEF. The Sr.  Biodiversity Specialist will provide support to the Programming Division specifically with a focus on Latin America and work across regions and thematic focal areas, as required.  Project Review and Regional Team Participation Under the supervision of the Manager of the GEF Programs Unit, the position will.... 1. Participate in the Latin America Regional Team, and contribute in the continued implementation of the Programming Division business model including country resource programming, updates, and adjustments and participate in resource programming in the Regional Team with GEFSEC staff, GEF Agencies and Countries, including strategic role at the regional and country dialogues. 2. Under the guidance of the Manager of Conventions and Funds Division and in collaboration with the BD focal area coordinator, participate and follow the UNCBD meetings and negotiations and lead the political outreach where required.  Promote regular and informed communication about the biodiversity program of the GEF, with the GEF Family and the UNCBD Parties and Secretariat. 2. Under the guidance of the Manager of Conventions and Funds Division and in collaboration with the BD focal area coordinator, contribute to effective coordination of GEF's strategic engagement related to the Convention and other international negotiations, and the biodiversity focal area.  This will include CBD COP as well as other Conventions' meetings as relevant, consultations on draft guidance preparations, and provide support to the CEO and GPU Director for their engagement.   3. In collaboration with the BD focal area coordinator, contribute to the biodiversity focal area team as a BD specialist and in related tasks force teams and their dynamics.   4. Contribute to the GEF replenishment and provide constructive inputs to the new programming and policy reform/directions.    5. The GEF Council recently approved a new strategy for Knowledge Management and Learning (KM&L) that will enable the GEF to pursue three main objectives:   • Embed cutting-edge knowledge into investments and generate public goods in line with GEF mandate and enhance the role of knowledge management in projects and programs.  • Increase knowledge flows through platforms through partnership and communities of practice; and  • Create and enable the environment for learning and capacity building for greater exchange of knowledge and collaboration across the partnership.  The GEF Secretariat is seeking to recruit a highly motivated and experienced Senior Learning Officer to support the Learning aspects of the Strategy. The successful candidate will work under supervision of the Senior KM Specialist who has overall responsibility for implementation of the KM&L Strategy, and report to the Manager of the Integration and Knowledge Management Division.    Duties & Accountabilities  The ideal candidate will have the skills and expertise needed to support design, delivery, and management of learning initiatives in the KM&L strategy. This includes coordinating and facilitating knowledge generation and sharing, and dissemination, and all associated action areas in the strategy.
